Proposed action
Create a five-member Custody Subcommittee elected by DAO governance vote. The Subcommittee shall have authority to approve facility maintenance, routine staffing decisions, and operational expenditures below 0.10% of Treasury reserves. All decisions shall be documented and reported to the DAO quarterly.
Risk factors
